DISTINGUISHING FEATURES OF THE CLASS: This is important field and supervisory work involving responsibility for organizing and assigning the work of a large number of employees in the proper and efficient completion of a variety of maintenance, construction and repair projects of roads, facilities, trees, parks and/or recreational areas, while fully participating in the work. The incumbent of this position coordinates directly with the Highway Superintendent or department administration to plan and schedule such projects. Work is performed in accordance with established policies and procedures and involves responsibility for efficiency and economy in use of personnel, materials and equipment. The Supervising Crew Chief II is distinguished from Supervising Crew Chief I by reason of the complex nature and scale of the work involved and/or overall responsibility. General supervision is provided by the Highway Superintendent (in a Town or Village), Commissioner of Highways & Facilities, his/her Deputy, or the Supervisor of Construction and Maintenance (in the County Department of Highways and Facilities) with wide leeway allowed for the exercise of independent judgment both in day-to-day duties and in planning and coordinating the work. Direct supervision is exercised over the activities of Crew Chiefs and subordinate construction and maintenance employees. Performs related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Comprehensive knowledge of modern highway and bridge construction, maintenance and demolition methods and procedures; comprehensive knowledge of equipment, materials, tools, terminology and safety precautions as applied in highway construction, bridge construction, building construction, snow removal and ice control; good knowledge of management procedures and techniques involved in planning and development of safe and efficient public highways, road systems, buildings and facilities; working knowledge of municipal boundaries; ability to read and understand sketches, blueprints and complex plans relating to highway, bridge and building construction; ability to plan, organize, coordinate and direct the activities of a large number of skilled and/or semi-skilled workers; ability to delegate appropriately and efficiently; ability to understand and carry out complex written and oral directions; ability to use computer applications such as spreadsheets, word processing, and database software; ability to enter data, organize and maintain records, and prepare reports; ability to prepare construction cost estimates; ability to maintain accurate progress and activity records; ability to establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing; initiative; integrity; resourcefulness; good judgement, tact and courtesy.
MINIMUM QUALIFICATIONS:
SUBSTITUTION NOTE: Additional post-secondary level education may be substituted for one (1) year of the required experience indicated above on the basis of thirty (30) college credits per year of experience. Military service may also be substituted on a year for year basis provided such service was honorable or under honorable circumstances.
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SPECIAL REQUIREMENT:
Possession of a valid Commercial Driver License (CDL) at the time of appointment and throughout the term of employment in this position.
