DISTINGUISHING FEATURES OF THE CLASS This is an administrative position responsible for overall management of daily operations of a Senior Center facility. Work may include planning, implementation, and management of all recreation and wellness programs, including special events remotely, on site, at various other County facilities, at various other senior center sites, and at senior housing units and nursing homes throughout the county. Additional work may include coordination and management of any senior volunteer programs such as Putnam SeniorCorps across all facility sites and at approved volunteer stations. Work is performed under general supervision of a higher-level administrator. Supervision of subordinate staff is a responsibility of this position. Performs related work as required.


  • Manages the day-to-day operation of an assigned senior center facility, including all programs, activities, special events, and facility administration;
  • Ensures proper facility operations by communicating with County Facilities Department relative to security, heat/air, and plumbing systems problems, necessary repairs, etc.;
  • Works closely with other managers and the Director of the Office for Senior Resources to develop, market, plan and implement programs, provide leadership, manage facilities, etc.;
  • Acts as liaison with community organizations such as the Red Cross to coordinate community services at the facility;
  • Attends seminars and workshops in the field;
  • May organize outreach services to homebound senior citizens who require assistance;
  • Performs a variety of related activities as required.

When assigned to volunteer programming:

  • Works closely with other staff in planning and implementing various Putnam SeniorCorps functions;
  • Recruits and/or supports recruitment of new volunteers for a variety of Putnam SeniorCorps programs, in part through attendance at senior group meetings and other gatherings, etc.;
  • Conducts interviews with potential Putnam SeniorCorps program volunteers and processes volunteer entry paperwork;
  • Coordinates the interests and skills of the volunteers with the needs of the Senior Center facility program, the site manager, and the Adult Day Services supervisor, and makes assignments accordingly;
  • Produces reports and maintains volunteer databases;
  • Performs a variety of related activities as required.

When assigned to recreational programming:

  • Plans, develops, schedules and manages the implementation of recreational and wellness programs including activities, classes, evidence-based programs, grant-funded recreation or wellness programs, and special events for senior citizens at senior center sites and other Putnam County and/or community locations;
  • Develops volunteer and contractor resources to lead recreation and wellness programs offered by the Office of Senior Resources;
  • Leads recreation and wellness program classes and events as needed;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS  Good knowledge of the characteristics and interests of the aging; good knowledge of the needs of the senior volunteers, and the policies of volunteer programs and host facilities; working knowledge of the various governmental agencies and programs which relate directly to senior citizens; knowledge of public administration and management techniques; ability to plan, develop, implement and promote recreational activities for senior citizens; ability to plan and direct the work of others; ability to express ideas clearly and effectively, both orally and in writing; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships; integrity; initiative; tact and courtesy.


  1. Bachelors degree with a major area of concentration in behavioral sciences, recreation, or related field, and one (1) year of experience in a position involving provision and/or administration of social services programs, senior citizen services, nutrition programs or recreation programs; or
  2. Bachelors degree and two (2) years of experience in a position involving provision and/or administration of social services programs, senior citizens services, nutrition programs or recreation programs; or
  3. Associates degree and four (4) years of experience in a position involving provision and/or administration of social services programs, senior citizens services, nutrition programs or recreation programs; or
  4. An equivalent combination of education and experience as described in a), b) and c) above.

TRAINEE NOTE: In the event enough qualified candidates with appropriate experience cannot be recruited, a candidate lacking up to two (2) years of the required experience may be appointed as a trainee.
