RESIDENCY OFFICER

DISTINGUISHING FEATURES OF THE CLASS:  This work involves technical verification of the legal residence of students whose domicile is claimed as within the Brewster Central School District.  The incumbent of this position secures and reports facts and information through review of records, interviews, observation and investigation.  The duties require extensive field work, attention to detail and professional level handling of sensitive confidential information regarding students.  Work is performed under the direct supervision of the Director of Pupil Personnel Services.  Supervision is exercised over the School District Registrar and clerical assistant staff that may be assigned.  Performs related work as required.

TYPICAL WORK ACTIVITIES:           (Illustrative only)

  • Oversees the student registration and residency verification process in the school district;
  • Analyzes information and documents gathered by the School District Registrar, and initiates residency investigations, as may be necessary;
  • Adheres to NYS Education Law with respect to the formal due process regarding the residency of students, including conducting residency hearings;
  • Makes residency determination based upon information documents gathered by the School District Registrar and/or provided by parents/guardians and/or through investigation;
  • Coordinates the exchange of information with the Homeless Liaison, Foster Care Liaison and other school and department support staff;
  • Develops, maintains and manages registration database systems, including the tracking of students excluded and/or involved in residency investigation matters;
  • Supervises the School District Registrar and other related staff, as required;
  • Provides training to the School District Registrar and school/department support staff regarding Federal and NYS laws, rules and regulations;
  • Prepares monthly, quarterly, and/or annual reports, as requested;
  • Presents activity reports, either orally or in writing to the Board of Education or sub-committee(s) of such Board, as requested;
  • May conduct home visits, as necessary;
  • May initiate third party surveillance with private investigators, as necessary;
  • Maintains the highest level of integrity in the preservation of student privacy and protection of personally identifiable information;
  • Responds to routine questions and requests in a timely and appropriate manner;
  • Interacts in a positive, professional manner with staff, students, parents and community members;
  • Promotes good public relations by appearance, attitude and oral and written communications;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Good knowledge of Federal and NYS laws, rules and regulations related to residency requirements for school districts; good knowledge of school district policies and regulations regarding residency requirements; good knowledge of investigating and information verification techniques; good knowledge of the geography of the county, town and school district boundaries; good oral and written communication skills; good analytical and observation skills; ability to comprehend written material; ability to deal effectively with the public; sound judgment and keen powers of observation; integrity, initiative, tact and courtesy.

MINIMUM QUALIFICATIONS

Graduation from High School or possession of a comparable diploma and five (5) years of full time investigative experience in either a public or a private agency, or combination thereof.
