PURCHASER I

DISTINGUISHING FEATURES OF THE CLASS:  This is technical work of a moderately difficult nature involving the purchasing of a wide variety of equipment and supplies.  This position is distinguished from other clerical positions by the complexity and specialization of the work.  Work is performed under general supervision of the County Director of Purchasing. Supervision may be exercised over clerical employees.  Performs related work as required.

TYPICAL WORK ACTIVITIES:    (Illustrative only)

  • Sources suppliers based upon price, availability, necessity, quality and logistical expenses;
  • Assesses vendors and their offerings to assess their quality;
  • Collaborates with internal departments to ensure that they fulfill all customer requests;
  • Negotiates sale agreements and supply contracts in ways that benefit the County;
  • Coordinates with shipping agencies and sellers to ensure timely deliveries and oversee the integrity and quality of delivered goods and services;
  • Develops and revises standard lists and specifications for supplies and equipment with operating staff; 
  • Reviews requisitions and purchase orders; 
  • Develops and revises specifications for supplies and equipment; 
  • Prepares for and schedules public bidding; 
  • Analyzes bids and prepares recommendations for procurement; 
  • Prepares and maintains procedure manuals for purchase operations and instructs personnel in their use; 
  • Maintains files of purchasing records and data; 
  • May supervise the inventory control procedures for centrally stored equipment and materials. 
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of purchasing and matters related to the purchasing process; working knowledge of office practices and inventory control practices; ability to understand and interpret textual materials; ability to follow oral and written instructions; ability to compare prices and quantities and consider vendor contract terms; ability to evaluate market conditions and various suppliers; keen eye for detail; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective professional working relationships; tact and courtesy.

MINIMUM QUALIFICATIONS:  Either

  1. Associate’s degree, or higher, and one (1) year of paid experience in the purchase of a variety of materials, supplies or equipment, which must have included bidding in a variety of purchasing fields; or
  2. Graduation from high school or possession of a comparable diploma and three (3) years of paid experience in the purchase of a variety of materials, supplies or equipment, which must have included bidding in a variety of purchasing fields.

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
