WATER SUPERINTENDENT (TYPE IIA PLANT)

DISTINGUISHING FEATURES OF THE CLASS This class is accountable for the performance of a water treatment plant with facilities for filtration which is designed to treat 2.5 million gallons or less of water daily. General direction is received from the appointing authority but wide leeway is allowed for planning work methods and dealing with emergency conditions. This class is distinguished from Water Treatment Plant Operator by the fact that the incumbent is the ‘operator in responsible charge’ defined by section 5-4.1(q) of the New York State Sanitary Code as the person designated to be the certified water treatment operator(s) who makes decisions regarding the daily operational activities of the water treatment facility. Supervision may be exercised over subordinate employees. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Operates the plant to assure the most efficient and economical use of equipment, supplies and manpower;
  • Makes daily inspection of plant and plant machinery;
  • Makes necessary tests for control of plant operations;
  • Conducts periodic examinations of plant equipment and makes necessary repairs and maintenance;
  • Conducts special studies for improvement of water quality and plant operations;
  • Maintains inventory of supplies, chemicals and equipment;
  • Requisitions materials;
  • Maintains records and prepares periodic reports on the operation of the plant;
  • Performs a variety of related activities as required.

Work activities that do not appear above are not excluded as appropriate work assignments, as long as they can be reasonably understood to be within the logical limits of the job.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS  Thorough knowledge of the practices used and equipment required in the operation and maintenance of a water treatment plant without facilities for filtration and/or a distribution system; good knowledge of the operations of a modern water treatment plant; good knowledge of the principles and application of physics, chemistry and bacteriology as they relate to water purification; ability to make routine laboratory and field tests for control of plant operation; mechanical aptitude; alertness and dependability.

MINIMUM QUALIFICATIONS:

Graduation from high school or possession of an equivalency diploma and one (1) year of experience in the actual operation of a water treatment plant with facilities for filtration with pretreatment or for chemical softening or any similar process.

SPECIAL REQUIREMENT:

At time of permanent appointment individual must be in possession of a Grade II­A certificate issued under the provisions of the New York State Sanitary Code.
